RIYADH // Military chiefs gathered in the Saudi capital on Thursday sought to bolster the Iraqi army against ISIL, a Western diplomatic source said.
United States General Lloyd Austin, who heads the US-led war against ISIL, is among the senior officers attending the two-day talks that opened on Wednesday in Riyadh behind closed doors.
“I’m confident that they are looking at a firm plan, a coordinated plan, to empower the Iraqi army” against ISIL, the source said, asking for anonymity.
With “nobody” interested in putting ground troops into the country, strengthening Iraq’s 200,000-strong army against about 30,000 ISIL fighters remains the best option, he said.
Many Iraqi soldiers abandoned their weapons and uniforms when ISIL advanced last June, seizing large areas of the country.
The extremists also hold parts of Syria.
They have claimed atrocities including the burning alive of Jordanian fighter pilot Maaz Al Kassasbeh and the beheading of 21 Coptic Christians.
US officials say the Iraqi government army is being trained and armed to stage a major counter-offensive later in 2015. In the meantime the international coalition is using air raids to pressure ISIL supply lines.
Among Western nations, Australia, Belgium, Britain, Canada, Denmark, France and the Netherlands have all bombed ISIL in Iraq, alongside the US.
Germany said in December it would send about 100 soldiers to northern Iraq to train Kurdish peshmerga fighters battling the extremists.
Regional powerhouse Saudi Arabia has since September been participating in coalition air strikes against ISIL in Syria.
Jordan, the UAE and Bahrain have also deployed warplanes.
“I think Syria is somewhat on the back burner now”, the source said. “The first thing is, you have to clear the house in Iraq.”
He said he did not expect any dramatic change in coalition strategy from the Riyadh meeting.
US commanders have placed a top priority on pushing back the extremists in Iraq, while warning it could take years before a moderate Syrian rebel force is ready to make headway against the extremists in Syria.
The official Saudi Press Agency said the 26 participating nations at the Riyadh talks “aim to reach measures serving international and regional security.”
Four similar meetings have occurred in other countries, SPA said.
The rise of ISIL in Libya has raised regional concern and was also expected to be discussed, the diplomatic source said.
On Monday, Egypt carried out its first announced military action against IS in neighbouring Libya, following the beheading of the Christians, most of whom are Egyptian.

The smuggler
Eldarir had arrived at JFK in January 2020 with three suitcases, containing goods he valued at $300, when he was directed to a search area.
Officers found 41 gold artefacts among the bags, including amulets from a funerary set which prepared the deceased for the afterlife.
Also found was a cartouche of a Ptolemaic king on a relief that was originally part of a royal building or temple.
The largest single group of items found in Eldarir’s cases were 400 shabtis, or figurines.
Khouli conviction
Khouli smuggled items into the US by making false declarations to customs about the country of origin and value of the items.
According to Immigration and Customs Enforcement, he provided “false provenances which stated that [two] Egyptian antiquities were part of a collection assembled by Khouli's father in Israel in the 1960s” when in fact “Khouli acquired the Egyptian antiquities from other dealers”.
He was sentenced to one year of probation, six months of home confinement and 200 hours of community service in 2012 after admitting buying and smuggling Egyptian antiquities, including coffins, funerary boats and limestone figures.

A number of other items said to come from the collection of Ezeldeen Taha Eldarir are currently or recently for sale.
Their provenance is described in near identical terms as the British Museum shabti: bought from Salahaddin Sirmali, "authenticated and appraised" by Hossen Rashed, then imported to the US in 1948.

Where to donate in the UAE
You can donate to several registered charities through a “donation catalogue”. The use of the donation is quite specific, such as buying a fan for a poor family in Niger for Dh130.
The General Authority of Islamic Affairs & Endowments
The site has an e-donation service accepting debit card, credit card or e-Dirham, an electronic payment tool developed by the Ministry of Finance and First Abu Dhabi Bank.
You can donate online or order Smiles n’ Stuff products handcrafted by Al Noor students. The centre publishes a wish list of extras needed, starting at Dh500.
Beit Al Khair Society has the motto “From – and to – the UAE,” with donations going towards the neediest in the country. Its website has a list of physical donation sites, but people can also contribute money by SMS, bank transfer and through the hotline 800-22554.
Dar Al Ber Society, which has charity projects in 39 countries, accept cash payments, money transfers or SMS donations. Its donation hotline is 800-79.
Dubai Cares provides several options for individuals and companies to donate, including online, through banks, at retail outlets, via phone and by purchasing Dubai Cares branded merchandise. It is currently running a campaign called Bookings 2030, which allows people to help change the future of six underprivileged children and young people.
Those who travel on Emirates have undoubtedly seen the little donation envelopes in the seat pockets. But the foundation also accepts donations online and in the form of Skywards Miles. Donated miles are used to sponsor travel for doctors, surgeons, engineers and other professionals volunteering on humanitarian missions around the world.
On the Emirates Red Crescent website you can choose between 35 different purposes for your donation, such as providing food for fasters, supporting debtors and contributing to a refugee women fund. It also has a list of bank accounts for each donation type.
Gulf for Good raises funds for partner charity projects through challenges, like climbing Kilimanjaro and cycling through Thailand. This year’s projects are in partnership with Street Child Nepal, Larchfield Kids, the Foundation for African Empowerment and SOS Children's Villages. Since 2001, the organisation has raised more than $3.5 million (Dh12.8m) in support of over 50 children’s charities.
Sheikh Mohammed bin Rashid Al Maktoum launched the Noor Dubai Foundation a decade ago with the aim of eliminating all forms of preventable blindness globally. You can donate Dh50 to support mobile eye camps by texting the word “Noor” to 4565 (Etisalat) or 4849 (du).

Explainer: Tanween Design Programme
Non-profit arts studio Tashkeel launched this annual initiative with the intention of supporting budding designers in the UAE. This year, three talents were chosen from hundreds of applicants to be a part of the sixth creative development programme. These are architect Abdulla Al Mulla, interior designer Lana El Samman and graphic designer Yara Habib.
The trio have been guided by experts from the industry over the course of nine months, as they developed their own products that merge their unique styles with traditional elements of Emirati design. This includes laboratory sessions, experimental and collaborative practice, investigation of new business models and evaluation.
It is led by British contemporary design project specialist Helen Voce and mentor Kevin Badni, and offers participants access to experts from across the world, including the likes of UK designer Gareth Neal and multidisciplinary designer and entrepreneur, Sheikh Salem Al Qassimi.
The final pieces are being revealed in a worldwide limited-edition release on the first day of Downtown Designs at Dubai Design Week 2019. Tashkeel will be at stand E31 at the exhibition.
Lisa Ball-Lechgar, deputy director of Tashkeel, said: “The diversity and calibre of the applicants this year … is reflective of the dynamic change that the UAE art and design industry is witnessing, with young creators resolute in making their bold design ideas a reality.”
