Terry put the Premier League leaders in front on the stroke of half-time before Brazilian-born Spain striker Costa’s effort was turned in by Tottenham full-back Kyle Walker 11 minutes after the restart.
Jose Mourinho’s side were largely untroubled for the encounter save for an early Christian Eriksen free-kick that rebounded off the crossbar.
The League Cup is Mourinho’s first trophy in three seasons and his first since returning to the club he led to six trophies in his first spell.
Chelsea were given even more reason to celebrate as they retain their five point lead at the top of the league table - with a game in hand - following Manchester City’s 2-1 defeat at Liverpool.
