Fishing in Dubai can be anything but recreational without a licence

I have seen a few people fishing off the breakwaters on Dubai beaches and would like to go fishing there myself. I was told by one fisherman that I do not need a licence, but have heard otherwise. Can you confirm if I require a permit and if so how do I get one? CF, Dubai

Dubai Municipality rules state that you should have a licence before fishing in the specific areas where this is permitted. I understand this is part of a Federal decree and that the police beach patrols will occasionally check for licenses. Applications are free and are handled by the Environment Department and you can now apply online through the Dubai Municipality Portal (portal.dm.gov.ae/UM/defaultopen.jsp). The website can be a little confusing, but you have to start by registering through the section headed “public user registration”. You then select “Environmental Department” and then “Recreational Fishing License”, followed by “RFL Customer”. Proof of identity and address can be uploaded on to the site. All being well, applicants will be contacted within the week by email regarding their application and licence, which can then be collected from the main office in Deira. The Department can be contacted on 04 206 4260. Note that licences are issued for resident of an emirate only and that applies across all seven emirates. Fishing is restricted to certain areas and is not permitted off the main beaches where people swim. I understand that the fine for fishing without a licence can be as much as Dh1,000.
