DUBAI // Locally made monitoring devices are to be installed at parking spaces for the disabled by the end of the year to deter drivers from parking in them illegally.
Police figures show more than 36,000 disabled parking spot breaches in the past four years.
“The device is made entirely by Dubai Police,” said Maj Gen Khamis Al Muzeina, the chief of police.
“This one-of-a-kind device will be available to the market by the end of this year in case other countries would like to purchase it.”
Gen Al Muzeina said the force was in the process of acquiring the patent and copyright for the machine.
He said the device emitted a sharp beeping sound when a car pulled into the spot, warning drivers without a disabled permit to leave the space within 20 seconds.
If they ignore the warning, they will be automatically fined.
“It will take a picture of the vehicle as it is pulling into the spot and when it pulls out,” Gen Al Muzeina said. “It is able to record the time in which it was parked. A video camera will serve as a backup in case a driver is not convinced with the photos.”
Information on offenders will be sent immediately to Dubai Police.
“The Dubai Government is always looking out for the rights of those who are disabled,” Gen Al Muzeina said.
“Dubai Police is doing its part by launching this initiative to make sure that no one violates the rights of those who have special needs by taking their designated parking spaces.
“We have received a lot of complaints recently, and we would like to put a stop to such a violation.”
Col Saif Al Mazrouei, director of Dubai Police’s traffic department, said there were 36,358 offences regarding parking for the disabled between 2010 and last year.
“In 2010 there were 9,280 violations; in 2011 there were 8,814 violations; in 2012 there were 9,893 violations; and last year there were 8,371 violations,” Col Al Mazrouei said.
He said those who parked in disabled spaces without a permit would be fined Dh1,000 and have four black points added to their drivers licence.
The video camera will also be able to record if a driver has a disability, but no permit.
“For example, if someone has rented out a car but has a passenger who is disabled, he will not be fined, as the camera will show he has the right to park there,” Col Al Mazrouei said.

Types of policy
Term life insurance: this is the cheapest and most-popular form of life cover. You pay a regular monthly premium for a pre-agreed period, typically anything between five and 25 years, or possibly longer. If you die within that time, the policy will pay a cash lump sum, which is typically tax-free even outside the UAE. If you die after the policy ends, you do not get anything in return. There is no cash-in value at any time. Once you stop paying premiums, cover stops.
Whole-of-life insurance: as its name suggests, this type of life cover is designed to run for the rest of your life. You pay regular monthly premiums and in return, get a guaranteed cash lump sum whenever you die. As a result, premiums are typically much higher than one term life insurance, although they do not usually increase with age. In some cases, you have to keep up premiums for as long as you live, although there may be a cut-off period, say, at age 80 but it can go as high as 95. There are penalties if you don’t last the course and you may get a lot less than you paid in.
Critical illness cover: this pays a cash lump sum if you suffer from a serious illness such as cancer, heart disease or stroke. Some policies cover as many as 50 different illnesses, although cancer triggers by far the most claims. The payout is designed to cover major financial responsibilities such as a mortgage or children’s education fees if you fall ill and are unable to work. It is cost effective to combine it with life insurance, with the policy paying out once if you either die or suffer a serious illness.
Income protection: this pays a replacement income if you fall ill and are unable to continue working. On the best policies, this will continue either until you recover, or reach retirement age. Unlike critical illness cover, policies will typically pay out for stress and musculoskeletal problems such as back trouble.
