The Prime Minister attended the graduation of the government's Future Leaders programme and urged graduates to motivate their colleagues across the public sector.
Sheikh Mohammed bin Rashid, also Vice President and Ruler of Dubai, told graduates that their future is not a "government job but a way of life".
He also said the country's leaders are relying on the brightest and best in government service to advise them on the decisions of the future.
Sheikh Mohammed has turned his focus to efficiency in the public sector in recent months, pushing for better standards of management and criticising "unacceptable" employee survey results.
He has also said some Arab governments face a crisis of management and entrenched inefficiency.

"The future leader is an exceptional leader and Emirati youth are able to face challenges," he told graduates in Abu Dhabi.
"We are a young nation that seeks to build a better future for next generations. Our confidence in our youth is high and we expect them to motivate teams at their work establishments.
"Leading the future is not a government job, but a set of skills and way of life based on creative innovation to face future challenges. We rely on you to steer the leadership towards the future based on clear, ambitious vision."
The Future Leaders programme is intended to equip promising graduates for top positions in the public sector.
Sheikh Mohammed attended the graduation with Deputy Prime Minister and Minister of Interior Sheikh Saif bin Zayed.
