A trio of cyber criminals who duped a man into parting with more than $120,000 after telling him he had scooped a $27 million prize have each been sentenced to a year in jail.

The Iraqi victim, whose age was not disclosed in court records, was contacted on Facebook last September and told he had won the substantial cash sum from a local bank.

He then agreed to wire $123,200 for what he was told was legal fees to process the transaction, Dubai Criminal Court heard.

He later met with the Nigerian tricksters near to a five-star hotel in Dubai to collect his winnings and was shown a large sum of US dollar bills that were stamped.

As part of the plot, he was told the notes would not be accepted as legal tender unless the stamps were removed, with the gang using a mystery liquid to remove the mark.

“The men used some cleaning liquid to remove the stamps and told me they needed more money to buy more of this liquid,” said the man, who at this point grew suspicious and alerted police.

Officers told him to set up another meeting with one of the fraudsters, where police were on hand to arrest him.

Once in custody, the man revealed the location of his accomplices, who were tracked down and arrested.

One of the men was found in possession of five suitcases packed with fake dollar and Euro notes.

The offenders, aged 41, 44 and 50, were convicted of counterfeiting and fraudulently obtaining $123,200 at Dubai Criminal Court on Tuesday.

All three men, who were jointly fined Dh200,000, will be deported after serving their prison terms.

Virtual banks explained

What is a virtual bank?

The Hong Kong Monetary Authority defines it as a bank that delivers services through the internet or other electronic channels instead of physical branches. That means not only facilitating payments but accepting deposits and making loans, just like traditional ones. Other terms used interchangeably include digital or digital-only banks or neobanks. By contrast, so-called digital wallets or e-wallets such as Apple Pay, PayPal or Google Pay usually serve as intermediaries between a consumer’s traditional account or credit card and a merchant, usually via a smartphone or computer.

What’s the draw in Asia?

Hundreds of millions of people under-served by traditional institutions, for one thing. In China, India and elsewhere, digital wallets such as Alipay, WeChat Pay and Paytm have already become ubiquitous, offering millions of people an easy way to store and spend their money via mobile phone. Indonesia, Vietnam and the Philippines are also among the world’s biggest under-banked countries; together they have almost half a billion people.

Is Hong Kong short of banks?

No, but the city is among the most cash-reliant major economies, leaving room for newcomers to disrupt the entrenched industry. Ant Financial, an Alibaba Group Holding affiliate that runs Alipay and MYBank, and Tencent Holdings, the company behind WeBank and WeChat Pay, are among the owners of the eight ventures licensed to create virtual banks in Hong Kong, with operations expected to start as early as the end of the year.

Labour dispute

The insured employee may still file an ILOE claim even if a labour dispute is ongoing post termination, but the insurer may suspend or reject payment, until the courts resolve the dispute, especially if the reason for termination is contested. The outcome of the labour court proceedings can directly affect eligibility.
