Lucas Moura's agent says a deal for the 19-year-old will not go through unless Manchester United up their offer.
Sir Alex Ferguson, the Manchester United manager, confirmed his interest in the Sao Paulo winger yesterday, but denied the two sides had agreed on a £26m deal.
And reports from Brazil claim the midfielder will not now join the English Premier League runners-up unless they significantly up their valuation.
"Manchester United made an offer which was refused, and will not do another because they came up to their limit," said the player's agent Wagner Ribeiro.
"He will not leave. He is happy in Sao Paulo. The matter has to be terminated, there is no possibility of him leaving now."

Liverpool striker Craig Bellamy is a transfer target for Queen's Park Rangers, the west London club has confirmed.
The 33-year-old - currently with the Team GB squad preparing for the 2012 Olympic football tournament - previously played under Mark Hughes, the QPR manager, at Manchester City, Blackburn Rovers and with the Welsh national squad.
With the player entering the final year of his contract at Anfield, QPR vice chairman Amit Bhatia confirmed they were considering a move.
"Craig is definitely a name that has been mentioned, a name we've discussed," he told Sky Sports News.
"We have been a fan of Craig Bellamy for the last few years, ever since he became available. That's not to say we have not been fans of other players."
Australian midfield veteran Tim Cahill is set to move to Major League Soccer after agreeing a deal with New York Red Bulls.
The 32-year-old former Everton star had been linked with a move to the Middle East after deciding to leave the English Premier League side this summer.
Reports from Saudi Arabia suggested he had already rejected a $16m (Dh58.8m) three-year deal with an unnamed club, but now his focus has moved from the Middle East to the US.
"Everton have agreed with Major League Soccer that Tim Cahill can be transferred to the New York Red Bulls," a statement on the club's official website said on Monday.
"Tim will move to the Red Bulls for a nominal fee, subject to agreeing personal terms and passing a medical. He will travel to the US in the next few days."
Cahill, who had two years left on his contract, joined the Toffees from Millwall in 2004, scoring 68 goals in 278 appearances.

Colombian international midfielder Juan Guillermo Cuadrado is to join Fiorentina on loan from Serie A rivals Udinese.
The 24-year-old, capped eight times for Colombia, has passed a his medical and will join his new team on Tuesday on a season-long loan with an option to buy the player.
Cuadrado moved to the Stadio Friuli in 2009 from Independiente Medellin, but spent last season on loan at Lecce.
