QNB given boost by Qatari government

Qatar's budget allocation will bode well for Qatar National Bank.

Qatar National Bank (QNB) could be among the big winners if the country's spending spree continues as indicated yesterday.

Qatar's finance minister said the country's debts are no higher than 30 per cent of GDP and that the ministry of finance is allocating 40 per cent of its budget to infrastructure projects through to 2016.

The infrastructure budget for next year is at 12 billion rials (Dh12.1bn), adding 2bn rials to last year's budget. "If this trend continues, Qatar National Bank will benefit from the increased spending," said Tarik el Mejjad, the vice president and Qatar banking analyst for Nomura in London. QNB, which is 50 per cent owned by the sovereign wealth fund Qatar Investment Authority (QIA), has long been the main recipient of financing for government projects. The state has historically looked to the banking sector to finance many of its projects and has been a primary driver for the growth of the sector.

Mr el Mejjad placed a "neutral" rating on the stock with a target price of 152 rials a share, lower than its closing price yesterday of 165 rials.

The stock already trades at a premium to other Qatar banking stocks, at 2.7 times its book value, while the sector trades at an average of between 1.4 times and 1.8 times. But QNB provides a 24 per cent return on shareholders equity, while other banks provide between 14 and 18 per cent.

Qatar's economy has been fuelled by its sizeable natural gas reserves, and the latest budget indicates the government is betting on an oil price recovery, which would increase demand for liquefied natural gas (LNG), said Mr el Mejjad.

Only last week, the country's energy minister said it reached a capacity of 77 million tonnes a year of LNG, and was looking to divert additional exports from its main market, the US, to India and China because of higher demand.

By the end of this year, the state would have completed its expansion of projects for the LNG sector and will be spending to stimulate growth and diversify the economy, said Shady Shaher, an economist at Standard Chartered in Dubai.
