Dubai's government urged the public to limit home gatherings and avoid crowds as the country marks National Day during a three-day break.
Private gatherings are allowed, but they must be limited to no more than 20 people to help prevent the spread of Covid-19.
In September, federal authorities announced that family gatherings should not exceed 10 people.

Safety precautions, including physical distancing, mandatory mask-wearing and good hand hygiene must be followed during family gatherings and while out and about.
Everyone should avoid crowded public places for their safety, authorities said.
All public and private sector employees have a long weekend, starting on Tuesday, to mark the 49th National Day, which celebrates the foundation of the country on December 2, 1971.
Each year, the UAE hosts countrywide celebrations that unite Emiratis and residents from more than 200 countries.
But this year's celebrations will be muted owing to the pandemic, with the main event brought online.
Seeds of the Union, a live-action show that will feature a "moving sculpture" surrounded by sea, with elements that celebrate the UAE's history and values, will be beamed into homes across the country.
People can also watch the spectacle for free at select Vox cinemas in Abu Dhabi, Dubai and Al Ain.
But one traditional feature of National Day celebrations remains, with a performance by Al Fursan, the country's aerobatics team, over the Corniche in Abu Dhabi from 4pm to 5pm on Wednesday.
