Graeme Smith has questioned why cricket's world governing body is not making key decisions over the use of the referrals and leaving it to the boards of the two teams involved to decide.
His comments come after it was revealed that the Umpire Decision Review System (UDRS) will not be used during the forthcoming Test series between South Africa and India later this month.
Gerald Majola, the chief executive officer of Cricket South Africa (CSA) confirmed that the visiting team's Board of Control for Cricket in India (BCCI) were not in favour of it, meaning it had to be dropped.
The Proteas captain Smith told Beeld: "I think the ICC should manage it.
"At the moment it is being left to the respective cricket boards and if one of the two doesn't agree, it isn't used.
"The ICC should take full responsibility for it, rather than leaving it in the hands of the home boards."
Mahendra Singh Dhoni, the Indian captain, expressed his concerns over the system recently, when he said it was "not something that gives 100 per cent results".
But Smith conceded he was in favour of it after it was utilised during England's tour to the country last season.
He added: "We struggled with it the first time against Australia, but in the series against England we mastered it."
