UNITED NATIONS // The United Nations envoy for Iraq said yesterday that a lack of funds had already cut food rations to millions of Iraqis and might be forcing communities and families to look to ISIL for life-saving assistance.
Jan Kubis told the UN security council that at least 8.2 million people – about one in four Iraqis – needed urgent assistance, while half of the population needed food. He also said that about 80 health facilities would close in the weeks ahead unless additional funds were received.
