The increase will put pressure on Japan's welfare system, where three people of working age support each pensioner. It is predicted that the ratio will rise to one to one within 50 years.

The project is said to have been vetoed after being shown to Sheikh Ahmed bin Zayed, a member of the Abu Dhabi Executive Council.
