DUBAI // As part of a plan to place Dubai ahead of other cities by 10 years, Sheikh Mohammed bin Rashid launched the 10X initiative on Tuesday.
The Vice President and Ruler of Dubai called on the emirate’s government to use all available technologies to deliver new or existing services in radically different ways.
“We want Dubai government to come up with three innovative ideas annually, think outside of the box,” said Sheikh Mohammed on the final day of the World Government Summit at Madinat Jumeirah.
“We have an energy strategy for 2050 and we slashed expenditures to Dh600 billion through proactive planning.”
Sheikh Mohammed said Dubai was the emirate least affected by the decrease in oil prices because of its diverse economy and ambitions to think of the future.
“Today, we don’t only plan for the next few years for Dubai, but also for the next decades,” he said. “The future will not be as patient with us as the present. The future belongs to those who affect radical changes, not those who make minor, gradual improvements.”
Sheikh Mohammed said the 10X initiative was to position Dubai as a leader in innovation ahead of other cities.
“As we launch Dubai 10X here, at the World Government Summit, we are looking to overhaul the way governments operate, making them all the more future-ready.”
Sheikh Mohammed went on to say that he would be personally following up on reports prepared by government departments to redefine their work and establish the UAE as the city of the future.
He also announced that his new book addressing leadership, management and happiness will be released in the coming days.

Torno Subito by Massimo Bottura
When the W Dubai – The Palm hotel opens at the end of this year, one of the highlights will be Massimo Bottura’s new restaurant, Torno Subito, which promises “to take guests on a journey back to 1960s Italy”. It is the three Michelinstarred chef’s first venture in Dubai and should be every bit as ambitious as you would expect from the man whose restaurant in Italy, Osteria Francescana, was crowned number one in this year’s list of the World’s 50 Best Restaurants.
Akira Back Dubai
Another exciting opening at the W Dubai – The Palm hotel is South Korean chef Akira Back’s new restaurant, which will continue to showcase some of the finest Asian food in the world. Back, whose Seoul restaurant, Dosa, won a Michelin star last year, describes his menu as, “an innovative Japanese cuisine prepared with a Korean accent”.
Dinner by Heston Blumenthal
The highly experimental chef, whose dishes are as much about spectacle as taste, opens his first restaurant in Dubai next year. Housed at The Royal Atlantis Resort & Residences, Dinner by Heston Blumenthal will feature contemporary twists on recipes that date back to the 1300s, including goats’ milk cheesecake. Always remember with a Blumenthal dish: nothing is quite as it seems.
