Abu Dhabi Plan: A timeline

1966: In August, Sheikh Zayed issued his first instructions as Ruler of Abu Dhabi. In September, he gave the new government the task of establishing the first five-year plan for the emirate, encompassing areas such as health care, agriculture, transport, housing, employment, tourism and investment.

1968: The first planning council was established and assigned the task of drafting Abu Dhabi's first development plan. Twelve members of the public joined the committee to work with government leaders to help design the plan, which was carried out until 1972.

1977: Officials began to carry out a three-year plan, with US$612 million invested in infrastructure such as roads, ports, airports, communication, sewerage, electricity and water networks.

2006: Sheikh Khalifa, the President, initiated planning for a new vision for the emirate. This was the launch of the planning process for the Abu Dhabi Vision and marked a milestone in the evolution of the government's structure. Clearly defined entities were responsible for sectors such as energy, metals and mining, aviation, aerospace and defence, pharmaceuticals, biotechnology, tourism, health care, transport, trade, education, media, financial services and telecommunications.

2007: The Abu Dhabi Vision 2030 went public.

2008: The Statistics Centre Abu Dhabi was launched to track the needs of Vision 2030.

Late 2012: Research began on evaluating the first five years of the implementation of Vision 2030.

March 2013: The State of the Emirate report was presented to the Executive Council. It called for the upgrading of the planning and performance management framework.

April 2013: A first draft of the new framework, which defined challenges and made suggestions for improvement, was sent to all government entities. Meetings began with entities to fine-tune the framework.

June 2013: A series of workshops commenced for government entities to agree on programmes. The discussion focused on priority areas for improvement in the next five years, specific projects and indicators for measuring progress.

Late 2013: The Executive Council received feedback and drafted the first version of the Abu Dhabi Plan. Government entities presented the plan and their role in it to the leadership.

January to July 2014: A revised version of the plan was drawn up following feedback from the leadership. New language and structure was added to improve government oversight, clarify the responsibilities of the Executive Council and government bodies, and improve cooperation among government bodies.

August to December 2014: The revised Abu Dhabi Plan was shared with government bodies and discussed in detail at workshops that Executive Council members and government leaders attended. Key performance indicators and targets were set for each objective.

2015: Government entities created strategic plans aligned with the Abu Dhabi Plan, and pilot schemes began to test coordination, reporting and monitoring processes.

June 14, 2016: After 200 workshops and meetings with government entities over three years, the Abu Dhabi Plan was launched.
