"The concerned authorities have listed Mr Smith as captured and the necessary measures will be taken," he said.

Mr Smith, 44, a Briton, is accused of embezzling Dh2.2m (US$599,000) from the property developer Limitless. He was arrested by Thai police in May 2009 after an extradition request by the Dubai Government.

Thai police said at the time Mr Smith travelled for eight months across Vietnam, the Philippines, Hong Kong and Thailand.

The extradition request claims Mr Smith paid employees' salaries into his own bank account while he was working as the personnel manager at Limitless.

In February last year, a Thai court granted the Government's extradition request. The decision was appealed but upheld by a high court in March.

Records handed to the Thai authorities show Dubai Public Prosecution may file charges of forgery, betrayal of trust and illegal possession of public funds.

The Dubai attorney general's office declined to confirm those charges.
