DUBAI // Some of India's brightest emerging talent will be on show in Dubai in March when the Kings XI Punjab become the first Indian Premier League (IPL) team to play in the country. They will take part in the Emirates Airline Twenty20 tournament, the new name for the ProARCH trophy which has been held in Abu Dhabi for the past two years, alongside the English county sides Surrey and Sussex and the UAE team Fly Emirates.
The tournament, which has acted as a warm-up to the English county season, will be played in the 20-over format for the first time. Anil Srivatsa, the chief executive of the Kings, said: "We are committed to supporting the sport of cricket and promoting it worldwide by creating opportunities for Kings XI Punjab fans all over the world to experience their favourite team. "This is the first of many such ways to reach out to the fans, and Kings XI Punjab is looking forward to playing in the Emirates Airline Twenty20."
The IPL franchise is part-owned by the Bollywood actress Preity Zinta and captained by the batsman Yuvraj Singh. The tournament director Matthew Jackson said: "With an IPL side involved, we are excited that in 2010 we now have truly international competition. "We hope the Emirates Airline Twenty20 will grow quickly to become a similar event in size and style to the Dubai Rugby Sevens." March's competition will also mark the opening of the city's new cricket pitches, which are being constructed at The Sevens.
The two-day tournament will be followed by a 40-over tournament, with Surrey and Sussex staying on to take part. There is also a U19 competition featuring sides from the Emirates, United Kingdom and New Zealand. @Email:pradley@thenational.ae

Who has been sanctioned?
Daniella Weiss and Nachala
Described as 'the grandmother of the settler movement', she has encouraged the expansion of settlements for decades. The 79 year old leads radical settler movement Nachala, whose aim is for Israel to annex Gaza and the occupied West Bank, where it helps settlers built outposts.
Harel Libi & Libi Construction and Infrastructure
Libi has been involved in threatening and perpetuating acts of aggression and violence against Palestinians. His firm has provided logistical and financial support for the establishment of illegal outposts.
Zohar Sabah
Runs a settler outpost named Zohar’s Farm and has previously faced charges of violence against Palestinians. He was indicted by Israel’s State Attorney’s Office in September for allegedly participating in a violent attack against Palestinians and activists in the West Bank village of Muarrajat.
Coco’s Farm and Neria’s Farm
These are illegal outposts in the West Bank, which are at the vanguard of the settler movement. According to the UK, they are associated with people who have been involved in enabling, inciting, promoting or providing support for activities that amount to “serious abuse”.

Electric scooters: some rules to remember
- Riders must be 14-years-old or over
- Wear a protective helmet
- Park the electric scooter in designated parking lots (if any)
- Do not leave electric scooter in locations that obstruct traffic or pedestrians
- Solo riders only, no passengers allowed
- Do not drive outside designated lanes
Key recommendations
- Fewer criminals put behind bars and more to serve sentences in the community, with short sentences scrapped and many inmates released earlier
- Greater use of curfews and exclusion zones to deliver tougher supervision than ever on criminals.
- Explore wider powers for judges to punish offenders by blocking them from attending football matches, banning them from driving or travelling abroad through an expansion of ‘ancillary orders’.
- More Intensive Supervision Courts to tackle the root causes of crime such as alcohol and drug abuse – forcing repeat offenders to take part in tough treatment programmes or face prison.
