Are England right to feel aggrieved with the referral system?

The ICC are to launch a full investigation after tourists lose out again to decisions of the TV umpire Daryl Harper. Are England right to feel that the Umpire Decision Review System has its many flaws and should be scrapped? What measures could be put in place to prevent future problems?
