Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, has launched an initiative to daily measure the public’s happiness and satisfaction with government services.

Using electronic devices connected to a central network, the “Happiness Meter” initiative will send daily reports to decision-makers enabling them to understand which government services customers are and are not pleased with on any particular day.

“Preparing annual or quarterly reports to measure the happiness and satisfaction of the public does not meet our ambitions because today the world is transforming very fast and people’s expectations too are changing rapidly. Therefore, government services must be monitored on a daily basis,” said Sheikh Mohammed.

The initiative is part of a range of programmes and strategies to shift towards a “Smart Government” and “Smart City” through the use of technology to increase the effectiveness of government performance, in turn increasing public satisfaction and happiness in the society.

Sheikh Mohammed said: “The ultimate goal of all our initiatives is to make people happy and make their lives simpler by reducing the time taken for completing government services. Through the new initiative, we seek to measure everything related to government services and follow them on a daily basis.”

The implementation of the initiative will be carried out through smart applications available at service points or through the internet, providing customers three options to express their happiness and satisfaction of government services.

In phase one of the Happiness Meter the initiative will be extended to all government departments over the next year while phase two will extend the project to selected private sector companies.
