Brexit live updates: Boris Johnson plans 'final offer' to Europe

The UK Prime Minister wants changes over the border arrangement between Northern Ireland and the Republic of Ireland

UK prime minister Boris Johnson's new plan for a Brexit deal will be delivered to EU leaders on Wednesday, as the UK premier addresses the Conservative party conference.

EU officials have already criticised the plan, which would bring in customs checks on the Republic’s northern border and a regulatory border in the Irish Sea for four years, effectively tying Northern Ireland to the EU until 2025.

Mr Johnson’s offer will make clear that if the EU does not engage with the proposal, Britain will not will leave without a deal on October 31.

Meanwhile, reports have emerged suggesting that the government is planning to again prorogue parliament.
