But while economic opportunity undoubtedly occupies the top of that list, so too does raising children in a rich educational environment. This is why the findings of Dubai's Knowledge and Human Development Authority (KHDA) that we report today about schools that cater for the Indian and Pakistani communities are somewhat of a let-down. In a report released two days ago, the agency found that two out of three Pakistan-curriculum schools failed to meet the report's minimum standards. India-curriculum schools fared significantly better, with only three out of 21 schools found unsatisfactory but none receiving the agency's highest rating. Fortunately, the schools that rank the lowest have small enrolment numbers, so the impact on the overall student body is limited: less than 8 per cent of pupils are in schools deemed unsatisfactory.
To be sure, there are extenuating circumstances. Fees at many of these schools are on average much lower than at other private schools, in line with the income of the middle class they serve. This can negatively impact the quality of education, since the investment in teacher training and infrastructure is lower than at top-tier international schools. It is also true that the KHDA's standards have been raised over the years, which is good by all means, but setting the bar higher places additional pressure on schools that may not have the means and time to keep up with the new requirements.
Modernising the curriculum, changing teaching methods and training instructors are at the heart of any serious educational reform, and certainly school administrators and parents can see the importance of such a vital upgrade. But where economic constraints trump good intentions, it also falls to the Government to realign its expectations when it considers the disparities among its population. A failure to provide adequate education may drive some Indian and Pakistani families to rethink the value of schooling their children in the UAE. And that risks losing an entire generation of young pupils who are this nation's wealth as well as the pride of their home countries.
