It was not so long ago that the economic impact of small-scale labour remittances was overlooked.

An elderly housemaid regularly tucks Dh100 under the welcome mat at her front door. That is the only way she can send money home to the Philippines. Her employers won't let her out of the house, so her friend, an informal remittance agent, picks up the money and transfers it to her family.

It was not so long ago that the economic impact of small-scale labour remittances was overlooked. That fallacy has been laid to rest. That woman's modest Dh100 contributes to an annual income stream of $325 billion (Dh1.2 trillion) to developing countries - more than double the amount of foreign aid sent worldwide.

In the last year, remittances have rebounded by 6 per cent, after taking a hit during the financial crisis, and are likely to continue growing, according to World Bank statistics released on Monday. And the UAE, with more than 70 per cent of the population arriving from other countries, is at the crossroads of this trend.

Wages earned here are the lifeblood of families abroad. "Remittances are a vital source of financial support that directly increases the income of migrants' families," said Hans Timmer, director of development prospects at the World Bank. "Remittances lead to more investments in health, education and small business." In return, migrant labour is helping to realise the development goals of the UAE.

This partnership needs to be on solid footing. In the past few years, the UAE has made strides in safeguarding the welfare of guest workers. The wage protection programme has had a significant impact to ensure that salaries are paid on time. There has been a consistent effort to improve the living conditions of lower-income workers. But as the example of the housemaid and her Dh100 shows - which The National reported earlier this year - there is still work to be done to ensure that employees are guaranteed their rights, particularly household staff.

The UAE is not alone in grappling with a globalised labour market. New technologies that allow money to be transferred from mobile phones have opened new possibilities, both good and bad. Millions of people are now more integrated into the global financial system. This also raises new concerns about the possibility of money transfers fuelling crime or terrorism.

These are problems that arise from new opportunities. In the long run, of course, the UAE's economy needs to be more self-sufficient, and a higher share of wages should be spent here rather than sent abroad. In the meantime, it is incumbent on both host countries and migrants to ensure that everyone gets a fair deal.
